Sir Richard Moore, the head of MI6 (founded in 1909), spoke alongside Burns, emphasizing that only Putin has been discussing nuclear escalation. Moore characterized this behavior as "deeply irresponsible" while asserting that Western nations would not be intimidated by such rhetoric.
