Born on March 23, 1954, in West Bromwich, England, Bloomer pursued a path in finance after studying physics at Imperial College London. He qualified as a chartered accountant with Arthur Andersen, joining the partnership in 1987 and eventually becoming a senior partner in their European insurance practice.

Bloomer's tenure at Prudential, where he served as finance director from 1995 and chief executive from 2000 to 2005, was marked by both achievements and challenges. He played a crucial role in shifting the company's focus towards broader financial services, overseeing successful acquisitions of Scottish Amicable and M&G Investments. Additionally, Bloomer was instrumental in launching Egg, an innovative internet banking venture, in 1998.

However, his time as CEO was not without controversy. Bloomer faced criticism for a dividend cut in 2003 and a rights issue in 2004, which were unpopular with investors. These decisions, coupled with weak profits and a falling share price, led to his departure from Prudential in March 2005.

Following his exit from Prudential, Bloomer continued to make significant contributions to the financial sector. He became a partner at Cerberus, a US private equity firm, and launched Lucida, a venture aimed at managing corporate pension funds. His expertise was sought after, leading to roles such as chairman of Scottish Re and senior independent director of Hargreaves Lansdown.

In 2018, Bloomer was appointed chairman of Morgan Stanley International, further cementing his status as a respected figure in finance. His final major appointment came in 2023 when he became chairman of the Hiscox insurance group.

Throughout his career, Bloomer demonstrated a commitment to regulatory oversight and charitable causes. He chaired the practitioner panel of the Financial Services Authority and served as a member of the Panel on Takeovers and Mergers. His contributions to society were recognized with an MBE in 2017.
