Tom Tugendhat, a contender for the Conservative Party leadership, has proposed a significant change to the UK's criminal justice system. The former security minister suggests that prolific offenders should serve their entire sentences in jail, departing from the current automatic release rules.

Under the existing system, offenders can be freed after serving 40% to 50% of their sentence, with the remainder served under license. This approach, which allows for conditional release, has been a subject of debate in criminology circles. The effectiveness of longer prison sentences in reducing recidivism remains contentious among experts.

Tugendhat's proposal comes in response to recent data revealing a concerning trend. Ministry of Justice statistics indicate that 90% of crimes are committed by just 10% of offenders, aligning with the criminological "80-20 rule". This principle suggests that a small percentage of offenders are responsible for a disproportionate amount of criminal activity.

The issue of repeat offending was highlighted during the summer riots of 2024. One participant, with 16 previous convictions for 26 offenses, exemplified the challenges posed by prolific offenders. This incident underscored the need for a reevaluation of current policies.

Tugendhat's plan extends beyond sentencing reforms. He proposes recruiting 2,000 additional neighborhood police officers and establishing a dedicated task force for "hot spot policing". This evidence-based strategy, which targets high-crime areas with intense policing, has shown promise in various jurisdictions.

The proposal also includes lifetime supervision for prolific offenders post-release. This approach aligns with global trends in criminal justice, where electronic monitoring and risk assessment tools are increasingly used to manage offender populations.

"We must not allow prolific offenders to go unpunished and roam freely on our streets. Under my plans, we will impose tougher sentencing and ensure that communities feel safe and supported by a greater community police presence."
